Error running BI Publisher Desktop tools under non-administrator windows accounts

We've installed BI Publisher 11.1.1.7 32 bit desktop tools on a Windows 7 (32 bit) machine with Office 2010 (32 bit). The BI Publisher add-in ribbon bar works for the administrator account under which it was installed but when other users log on to the machine, the ribbon has "menu2007.logon" etc... instead of the normal "logon" and no longer function. Clearly it is a rights issue but to what? Any help solving is appreciated.
