FSG report in pdf not rendering as expected

Hi,
We upgraded a test 11i instance to R12.1.3.   While testing out reports,  report Statutory Statements - GHMSI is not as expected in PDF format.  It comes out correctly in html format.   I am attaching both reports.

Please let me know a solution
