How to Configure Encrypted or SSL Connection SQL Developer client with NO oracle client installed?

Is there a way to implement either SSL /TCPS (wallet) or an Encrypted (CMAN) connection using only the JDBC thin client of Oracle SQL Developer?  Everything I am reading looks like it goes back to orapki, sqlnet.ora , tnsnames.ora settings which I am assuming means the oracle client is required.
I am not finding an answer!
