E-Mail - who knew that would be a headache

Is there any documentation as to when an e-mail is supposed to go out or not?  Like, in these circumstances a e-mail will be sent?  Had a bunch of recons rejected back to the preparers and some re-open that were closed.  The users are now whin... expressing concern... that they didn't receive any e-mails...  jessee ...argh
