PO_LOCATION_ASSOCIATIONS_ALL automatically created

I have noticed an issue with records being automatically created in the PO_LOCATION_ASSOCIATIONS_ALL table with a supplier record when it is not setup for a shipping network, nor is there a customer record linked to the supplier record.

I have also found this in the Vision instance.  These records are being created by the system, and have a location_id of 999000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000.

I can't find a hit for a bug on this or a patch, does anyone have any idea as to why these records are being created?
