Message broadcasting bar is not displayed on Siebel 8.1

Dear All,

We made an upgrade recently from Siebel 7.8 to 8.1, and everything works fine, except the Message broadcasting bar is not displayed on Siebel 8.1.

normal behavior : Message broadcasting bar should be displayed on Siebel 8.1 application at the bottom of the screen
current behavior : Message broadcasting bar is not displayed on Siebel 8.1

note:
Message broadcasting bar is displaying normally at the bottom of the screen on Siebel 7.

 

I have enabled it from administration- configuration à component definition

 

Also created it from administration- communication option.

 

my question is :

are there any difference in the configuration between Siebel 7 or Siebel 8 ??
