create ASN from inventory Responsibilty

 Hi
is it possible to create ASN (advance shipment notice) from Inventory /purchasing responsibility. 

I have a scenario where user need to receive against ASNs only. one Supplier don't have i supplier or EDI.  They send the info on email or via phone.

Now user wants to create ASN first. they don't want to receive against PO. is it possible for them to create ASN from internal inventory or purchasing responsibility? is there any menu / function which need to be assigned to their responsibility? which form they need to use it?
