Upgrade from 11i to R12.1.3 - Upgrade created some Statutory set of books as primary and some of the

 Hi Friends,
We have done a recent upgrade from 11i to R12.1.3, we noticed below issues with regard to upgrade, would like to know if anybody has clue on what would have happend

1. Out of 6 statutory set of books, 3 are converted as Primary and 3 are upgraded as secondary. observation: All secondary books are associated with Legal entity and Primary books are not associated with Legal entity
2. Out of 54 ledgers, 22 are not associated with Legal entity, Observation: all these 22 ledgers are upgraded as Primary
3. Why 22 legal entities not created or not associated with ledgers, where ever legal entity is not associated/upgraded, ledger is upgraded as primary
