Move order approval process

Hi all,
   I have some questions 
1. I need to use move order requisition but the thing is the manual said that I have to use The Planner (In MRP Module) , now i have only Inventory , Procurement and GL modueles. Is it possible to config move order requisition approval process?
2. Is it possible to customized Workflow of Move Order Requisition in Oracle Workflow Builder?


Please please kindly advise.
