URGENT: Field validation condition

Hi,

I'm looking for a respective child value to be displayed as soon as parent value is selected. And if I try to do it through workflow, then I've to define an event however I want it to work both for new as well as modified records. 

So, If I apply Field validation on child field (i.e. City), then it might workout in this scenario however it will display the child value on saving the record only though.

I tried using below validation though it didn't worked, if you may please help me correct the same or suggest any alternatives.
