Control file question

 We have a storage device with active/passive controller.  The intention is to place all control files on the same storage device because the storage controller can failover to the passive controller if there is a problem at the storage tier.  The only problem is that when the failover happens access to all control files will be lost for a couple of seconds.  Is it possible to tell Oracle database via a parameter or something to wait/hang till the control file is available in this kind of setup rather than instance crash ?
