Accounting Flexfield - Cost Center Flexfield Qualifier

I am trying to determine where the Accounting Flexfield Cost Center Flexfield Qualifier is used. I am aware that it is used by Oracle Assets and Oracle Projects. Is this qualifier for Cost Center also used by HR specifically. We are currently implementing Oracle (including GL, FA, Projects, AP, PO, & HR) Our planned Accounting Flexfield includes the following Segments:

1. Company

2. Location

3. Cost Center

4. Account

5. Intercompany

6. Future

The company implementing Oracle is in both the retail and manufacturing business. The Location segment is used to identify a specific retail location (store) or a manufacturing plant.

For FA reporting we would like to set the Location segment as the Cost Center Qualifier so we can run FA reports showing store or plant. In HR there is a requirement to use the Cost Center segment in GL for the Cost Center in HR.
