Is it possible to add a team member to large set of projects at table level?

We are using EBS version 12.1.3.

An employee has sufficient responsibilities but needs to be added to all prior/current projects. That would be about 140 projects estimated. To ease end user complexity and repeatitive adding job. Can this adding be done at table level? Can we just use sql loader to load those project details in to the table that is going to store the information? Gurus, please advise. Thank you very much.
