AP invoice import failing with ZX_TAX_RATE_ID_CODE_MISSING

Hi Experts
I am having the following issue

I tried to import around 500 transactions and 45 transactions are failing with the above error. The successfully processed transactions also use the same tax rate code, but don't understand why these transactions are only failing.
