Contaierization is not grouping based on the item

Hi SMEs
We have WMS11i . item container relationship enabled for an item, the issue the containization for the following scenario
ItemA=packig qty 27

Sales order line 1 qty is 20  and line2 qty is 7 for the same item in the same order. the containerization is generated two LPNS instead of one.

Any thoughts on this issue would be appriciated
