Unable to Approve a po

 HI ,
i have a problem while approving a po

steps i had fallowed to create a employee

i had created a employee and i had assigned him a job as CEO

and i tried to create a po and after that i am trying to approve a po but the po is not approving

any suggestions are help full.

what are steps to be fallowed while creating a employee  to approve a po??
