PSP Caching in ISS Servers

Hi,  
 We are using Siebel remote product configurator architecture i.e. Siebel OM which connects ISS server for remote product configurator.

ISS server PSP parameters (default values are not changed):

PSPCacheMaxItemCntLevel1 :10000

PSPCacheMaxItemCntLevel2: 10000


When we take server statistic of a ISS server , PSP statistic are like

PSP Cache Hit Total numbers: 191
PSP Cache Miss Total numbers:109934

Question 1 :There are many misses compared with hits. What could be the issue ?

Question 2 : Will  eProdCfgObjMgr Cache Shared across its task?
