Jobs not running as scheduled

I have a Monthly job that is supposed to run on the 3rd business day of each month.  Since I have set it up, it does not run as scheduled.  The only way it run, is when I go into Publisher, and "edit" the job.  Once I open the job editing, it runs successfully and emails the report as scheduled to.
