Date/time incorrect in etext template

I am using the standard ANSI X12 820 etext template for AP payment formatting (IBYDE_820_en.rtf).  One of the required fields is current time, which uses the SYSDATE and is formatted as HH24MI.  When I create an output text file, the time is exactly 4 hours later than it should be (eg - I ran it at 9:55am and the time field popluated as 1355 instead of 0955).  Does anyone know why this is happening?  This happens whether I create it using the template viewer, or from a payment process in AP.   On other BI pulisher reports that we run (not etext output) which show the
