You cannot create new costing combinations

We have a few views from value sets that are used on our timecards to allow other information to be put on timecards.  When a few of the values are selected we are receiving an error message that says "You cannot create new costing combinations because dynamic inserts are currently disabled."  I have disabled and re-enabled the values in question, but this did not resolve the issue.  Is there anything else I should do or try that may fix this?
