XML Publisher - duplicate a XML Publisher report, where goes wrong?

we need to customize the Third party balance report (XLATPRPT). what we have do is:

1) modified the data definition file in XML, give the name ABCXLATPRPT.xml, upload to XML publisher Administrator ->Data Definiitons, create  a new data definitions(ABCXLATPRPT)

2) modified the template file in rtf, give the name ABCXLATPRPT.rtf - upload to XML Publisher Administrator->Templates, create a new template using  name ABCXLATPRPT, set data definition to the one at (1). Type=RTF, Default Output Type=EXCEL

3) goto Application Developer, query XLATPRPT, do a copy to ABCXLATPRPT, change only concurrent name and description.

4) assign the new ABCXLATPRPT concurrent program to request group.
