Restrict Journal posting

We would like to restrict the users such that they are NOT able to post the journals that they created. However Journals created by a different user should be allowed to be posted.
eg User A uploaded a journal batch-1 using WEB ADI and User B also created journal batch-2 using Web ADI.
User A should not be able to post the journal batch-1 but should be able to post Journal Batch-2.
Similarly User B should not be able to post the journal batch-2 but should be able to post Journal Batch-1.
Journals created from subledger should be allowed to be posted by any user.
