Patch 14247039:R12.SCP_PF.B - Lists Patch 11713909 as a Co-Req

Hi,
Query on VCP 12.1.3.8 PATCH 14247039,
Patch readme suggest following path as post patch steps
For customers on AIA 2.5 , Apply patch#11713909

Query -
A] The AIA 2.5 product is insalled on saperate server / instance & EBS running on saperate server / instance
1. Do we need to apply this patch on EBS environment
2. If yes, There's ear file copied as part of this patch on EBS, Where we need to deploy & How ?

B] The patch#11713909, readme suggest it's for - 10G ODI SUPPORT FOR VCP 12.1.3.3
But here, We are applying VCP 12.1.3.8, So is this correct patch or we have any latest one with 12.1.3.8
