In a Distributed WMS environment, the Setup:Receivables: System Options The Operating Unit LOV has

We are encountering a problem setting up the System Options for Receivables in a Distributed WMS environment.  When opening the Setup: Receivables: System Options form, the first element to be entered is the Operating Unit.  We re getting a message that the LOV has no entries.  Any thoughts on what I missed during the initial setups that would cause the problem?
