Bills of Material>Routings>Routings What is the Referenced flag

In Bills of Material>Routings>Routings What is the Referenced flag used for? I have the referenced flag checked and am unable to edit the resource usage. It is greyed out. When I uncheck the flag, I am then able to edit the usage. Can someone explain the use for the flag and what is affected?
