In 9.3.2 all users from a user group must approve on workflow routing

In 9.3.2, we're finding that ALL users from a given user group must now approve.  In 9.3.2, even though we have a user group defined in the routing, the workflow routing is going to each individual user name rather than to the group as it does 9.3.0.2.  We're unable to find any reference to this change in the 9.3.2 manuals.  Any ideas are appreciated.  We want to only require one approval from a given group.
