DBA Prior Limit

The user community wants to apply a rule requiring a minimum numbers of hours to be worked before an accrual DBA instruction (7980) kicks in.

I'm attempting to utilize the "DBA for Prior Limit" (PDED) within the accrual.  I'm referencing a lower ranked DBA (3531) which checks the number of hours worked.

I've set the period limit in the "Minimum Hours Worked" DBA (3531) instruction.

When I run a prepayroll, the "Min. Hrs Worked" (3531) calculates, the hours appears to exceed the limit but the accrual DBA (7980) does not calculate as expected.

What am I missing in the configuration?
