Lease Contract Open interface program Install site validation

Hello

Lease Contract Open interface program in Oracle Lease and Finance Management validates Bill_to_address in okl_header_interface table with OKX_CUST_SITE_USES_V.ID1 which is

HZ_CUST_SITE_USES.site_use_id but the install_site_id is validated with OKX_PARTY_SITE_USES_V.ID1 which is a HZ_PARTY_SITE_USES.party_site_use_id.

 Can anyone let me know why install site is not customer site rather it is a party site?? is this a bug in the program or there is a purpose??
