Help needed to activate design mode in unifier

Hi all
We have configured unifier 9.12 in staging mode as per the install document provided, but we are still unable to see design mode or design admin mode drop down on the home page. Please let me know if there is any specific procedure to activate the design mode in unifier apart from putting it in staging mode.
