Regarding the JOB_ID and CREATED in TABLE XMLP_SCHED_OUTPUT

Regarding the  JOB_ID and CREATED in TABLE XMLP_SCHED_OUTPUT , can anyone help to explain

1, What the timing the JOB_ID will be insert?
 
     a, after the report is scheduled
     b, after the scheduled report ran
     c, after the scheduled report completed

2, What is the value of XMLP_SCHED_OUTPUT.CREATED?

3, Will the value of XMLP_SCHED_OUTPUT.CREATED be updated by any operation?
