create database fails

I am trying to create  a rac database and the create database fails with following error
ERROR at line 1:
ORA-01501: CREATE DATABASE failed
ORA-00200: control file could not be created
ORA-00202: control file: '+DATA'
ORA-17502: ksfdcre:4 Failed to create file +DATA
ORA-15001: diskgroup "DATA" does not exist or is not mounted
ORA-15204: database version 11.2.0.0.0 is incompatible with diskgroup DATA

+DATA/TSTDB has been created and it does exist..

Oracle version is 11.2.0.3

any pointers highly appreciated
