Supplier address not unique for different blanket release

I am not sure if this is the correct forum to post this question.

I found the note 840018.1 on this site. We have the same exact problem as the note described. However, this note is for version 11.5.10.2 to 11.5.10.4. We are currently using EBS version 12.1.3. Not sure whether the bug described on this note still applies to us? Gurus, please advise. Thank you very much.
