12c is it possible to push plugins from emcli?

Is it possible to push plugins using emcli commands?  When I try from the plugin page on the console the agent is not found.  This I don't understand as the agent is up and communicating to the OMS.
On 2 of 5 servers the agent is agent is up and uploading to the OMS, but the DB plugins are missing.  On 3 servers the agent is up and communicating with the OMS, but not uploading to the OMS, and the plugins are missing!
