Defaulting ToOpSeq & ToOpStep on Lot & Serial Move Transactions in MES

Has anyone implemented the defaulting of ToOpSeq & ToOpStep LOV on the move transaction pages in MES. We are specifically looking at the SerialTransactionPG and defaulting the values of the step as Queue to Run within the same sequence.

We have tried doing a OA Extension in the Controller on the page in processForm request and are able to set both the page Bean values for the LOV as well as the VO values. The issue we are having is the call to the quality plan is using the Oracle default ToOpSeq & ToOpStep values and the quality plan is being raised early.
