12c: Connect to Enterprise Manager Express fails with "Security token does not match, You must login

Configuration: Oracle 12.1.0.1 64bit Linux on CentOS 6.4When I call the website I get the login mask.
After login with sys or system the error occures always.

Howto solve this problem?

In the alert.log I see: ORA-01031: Nicht ausreichende Berechtigungen

In an additional trace file I see:
