I/O Calibration Inside the Database

Greetings!

Not sure if this is right community forum to ask this question....

Background: On a recent initiative made by our storage admins (to overcome storage performance saturation), our database storage were migrated from technology A to technology B; post migration we started observing an increase in latency (2x to 3x) with 'User I/O' class of waits, during the business hours.

Later we came to know that the technology B storage frame where we have our production database migrated was also heavily loaded. Since this production machine generates a mixed workload during business hours and we don't have another frame to immediately migrate this db to, possible work around were conducted by our storage admins  as a result latency came down to 1.5x - 2x now, but the load on the frame still continues.
