Is it possible to implement stand-alone Install Base in 12.1.3?

We are already live in 12.1.3 for other businesses. We have a need to implement install base as a stand-alone in one of the businesses which is not going to have full-blown Oracle modules until 2015 but they need to have an install base solution. Rather than implementing any other third party solution for IB, would like to implement Install Base as a stand-alone system.
First is it possible to implement Install Base as a stand-alone? (probably with limited data for items, customers, etc).
Did anyone implement this and if so, can you pl share your experience?
