Orphan requisitions headers with ## prefix

We have a number of orphan requisition headers with the ## prefix. These appear to have been created by the approver edit requisition workflow, and do not get deleted by the requisition purge process. They do not have an active shopping cart flag. Can anyone advise how to prevent these being generated and / or remove them from our tables? We have been unable to find a datafix that would solve this issue.
