How to modify AP_CUSTOM_WITHHOLDING_PKG and AP_SPECIAL_ROUNDING procedure

I'm trying to modify AP_CUSTOM_WITHHOLDING_PKG and AP_SPECIAL_ROUNDING procedure where withholding amounts will round down.  For example, if withhold amount is calculated to 2552.6, Oracle system will round it to nearest 2553.  However, business users want this number to be 2552 which is rounded down.

Your help is much appreciated.
