Eliminating Locations from inventory available (MRP, Supply demand, Work Order issues, etc)

Hi all, 

  I could have sworn there was functionality to do this, but I can't find it reviewing the documentationn for either Inventory or Materials Planning.    What we are trying to do is set up specific inventory locations that will not consider as inventory on-hand or available (in MRP, S&D, WO issues (Preflush or backflush), etc).  We would like to use this in both the recceiving / inspection process and for scrapping of inventory items.  I realize that we can 'quarantine' a location / Lot to accomplish this, but we do a lot of serialized inventory and going in to update
