Maintain Fiscal/Anniversary History File

I have a PDBA set up as an accrual that rolls over based on Anniversary date identified in the Participation Date field (PADT).  The DBA is accruing in the PDBA hgistory P079951, but is not accumulating in the p07147.  I have had the same DBA set up in our Test environment and it seems to be working ok.  I have checked the set up and they appear to be set up the same.  Has anyone experienced this before?  Could I be missing a small piece of this puzzle?
