Identifying Non People Owning Orgs

We identify our departments each with a unique cost center number by attaching HR Organization classification and a pay cost allocation with that cost center.

Some of these cost centers are non people owning but I still want to have associate those orgs each with a cost center. Is there a way to accomplish without making all orgs HR Orgs?
