Question about activity rules

 Hello everyone.I have a question to ask. 
We have custom POS and using JDE standard activities rules.
Our Sales people using POs at the end of the month are trying to close as much order as possible to get higher commissions. the problem is when they click in POS button 'Close Order' it changes status to 620 (ship confirm), but the customer did not pick  the product yet.
So at the end of the month we have a lot of closed orders in the system and a lot of inventory waiting for pick up and 70% will not be piked up the same day.
