CWB Design Question

We are trying to use Compensation Workbench (Release 12.1.3) for one of our project and have a few questions in regard to design
1. Does CWB support Plan in Program

2. Issue with Option in Plan is Oracle has a constraint of max 4 options for an employee, but we have more than 4 Options. So we cannot go ahead with Option in Plan.

3. We tried Global and Local Plans (instead of Options) so can try plan level budget but there is no Plan in Plan Level budget. Can you please advice how we can go ahead
