Sysman MGMT$ views and data population

We are attempting to create custom reports that query some of the sysman.mgmt$xxxxx views.   This is a new environment with recently deployed agents and targets that have been discovered over the last few weeks.  Is there a process that has to be started that would result in underlying data that we can query.  In this case, we are trying to query mgmt$esa_all_privs_report.  This view is not bringing back results.  It appears the underlying table(s) are empty.  Thanks.
