Oracle 12c DB maintenance

I'm a new learner of Oracle 12c database. When I configure Database Express in 12c and login by sys. Only see Configuration, storage, security, performance menus. Can't find detail DB maintenance buttens, such as tablespace maintenance, etc. Why?
