All ASAP processes do not start on AIX server after installation

After ASAP installation in an IBM AIX 6.1 environment, not all processes could be started. Only 7 out of 8 ASAP processes were coming up. Below error was seen in its diagnostic file.

ASAP System Event: SYS_ERR
Error: Cannot Create Core Pool of Client Library Connections
