Is is possible to see how many SRs used the Diagnostic Tools?

 For a specific Support Identifier (SI) is it possible for the Customer User Administrator to see how many SR have the diagnostic output attached.This would be particularly Remote Diagnostic Agent (RDA), Diagnostic Framework (DFW), Dynamic Monitoring(DMS) and Diagnostic Logging (ODL).
The purpose would be to identify those areas where the products are being used well and those where further support may be needed to encourage take up.

If this is not available to the Customer User Administrator would it be available to an Oracle internal?
