Issue with Geography Hierarchy for UK

We are on version 12.1.1 and have done a fresh setup of tax for United Kingdom.

It is working fine in AR but in AP when we try to calculate the tax - no lines are appearing.  We can add them manually but this is time consuming.

I notice there is a FRM 40741 unable to locate record 2 on blcok LINE_SUM_FOLDER.

I have found a direct hit for this on Metalink and it points to an incorrect setup on mapping of HR_LOCATIONS_ALL attributes.

I have run the Geography Name Referencing Program for HR_LOCATIONS_ALL
