Upgrading from 8.2 to 8.3 PPM standalone?

Help!

What is the secret to upgrading from 8.2 ppm to 8.3 ppm?

The Oracle Installation guide doesn't specifically address going from 8.2 to 8.3 ppm and after the client install I can not connect to the existing database as it is 8.2.

No guidance from the Installation Guide on this issue.

I am not an IT person, but can follow instructions if they are provided.
